Kenya Extends HMIS Transition Deadline by One Month for Health Facilities

Kenya’s Ministry of Health has extended by one month the deadline for health facilities to transition from the Provider Portal to the Health Management Information System (HMIS).

In a statement, Health Cabinet Secretary Aden Duale said facilities that had not completed the transition would now have until October 30 to finalise the process.

Duale said significant progress had been made across public, faith-based and private health facilities, but some facilities required additional time and technical support to complete the migration.

He assured patients that healthcare services would continue at facilities that had not yet completed the transition.

“No patient will be denied access to healthcare services because a facility has not yet fully transitioned to HMIS,” Duale said.

According to the Ministry of Health, all 6,427 public Level 2 to Level 4 health facilities have completed the transition.

At Level 5, four public facilities have fully migrated, while 23 others are at different stages of the process. The ministry expects all public Level 5 facilities to complete the transition by October 30.

The government is also supporting 518 contracted faith-based facilities to install and migrate to HMIS. So far, 38 facilities have completed the transition, with the remaining facilities expected to finalise the process within the extended period.

At the national referral level, Kenyatta National Hospital and Kenyatta University Teaching, Referral and Research Hospital are expected to complete the transition by the end of the following week.

The transition forms part of the government’s efforts to establish a fully digital and paperless health information system and standardise the management of health data across healthcare facilities.

Private facilities that already operate HMIS platforms have also begun having their systems certified in line with the Digital Health Act.

The Digital Health Agency has so far certified 28 existing HMIS platforms. The agency is also expected to conduct Rapid Results Initiatives with private facilities throughout October to provide technical assistance and accelerate the transition.

Duale said the ministry would meet health sector associations on Friday, October 2, to agree on facility-specific transition plans, including outstanding requirements and timelines for completion.

“All facilities that have not yet completed the transition are urged to expedite the process without further delay and to engage the Digital Health Agency for any technical assistance required,” he said.

SHA Extends Provider Contract Renewal Deadline

The HMIS extension comes as the Social Health Authority (SHA) has separately extended the deadline for healthcare providers to complete the renewal of their contracts for the 2026 to 2029 cycle.

SHA Chief Executive Officer Mercy Mwangangi said the contracting deadline had been extended by 14 days to October 14, giving healthcare facilities additional time to complete the process.

The extension means providers will continue operating under their existing contracts during the 14-day period.

SHA said no further extension would be granted after October 14. Providers have been issued contract extensions through the e-contracting platform and are required to accept, sign and return the agreements within three days.

Mwangangi said services to SHA beneficiaries would continue only at facilities that accept the 14-day extension.

Providers that do not accept the extension have been asked to work with SHA county managers to transfer patients to contracted facilities.

According to SHA, 10,006 healthcare providers had expressed interest in the 2026 to 2029 contracting process and were at various stages of completion.

To support facilities in finalising the process, SHA will begin HAKIKA contracting clinics in every county from October 5 through its county offices.

Facilities with the required documentation have been encouraged to complete the contracting process without waiting until the October 14 deadline.
