Lagos Launches Nigeria’s First Sub-National Greenhouse Gas Emissions Registry

The Lagos State Government has launched the Lagos State Greenhouse Gas Registry (LGHGR), becoming the first sub-national government in Nigeria to establish a comprehensive greenhouse gas emissions registry to strengthen climate governance, improve environmental accountability and accelerate the transition to a low-carbon economy.

The initiative marks a major milestone in the state’s environmental sustainability agenda and underscores Lagos’ commitment to addressing climate change through transparent emissions reporting and data-driven decision-making.

The registry will serve as a central platform for collecting, monitoring, verifying and managing greenhouse gas emissions data across key sectors of the state’s economy. By providing reliable and accessible emissions data, the platform is expected to support evidence-based policymaking, monitor progress towards climate targets and improve compliance with national and international climate commitments.

Speaking during the launch at the Central Business District in Alausa, Ikeja, the Lagos State Government described the registry as a critical tool for building a more resilient and climate-smart city capable of responding effectively to the growing impacts of climate change.

The launch ceremony brought together senior government officials, development partners, environmental experts and representatives from the private sector, academia and civil society.

Among those in attendance were the Commissioner for Health, Professor Akin Abayomi, members of the Lagos State Executive Council, representatives of the Federal Ministry of Environment, TPHG Technologies, members of the diplomatic and business communities, civil society organisations and the media.

According to the state government, the registry will strengthen institutional capacity for emissions monitoring while providing policymakers, businesses, investors and development partners with credible climate data to support environmental planning and sustainable investment decisions.

Officials noted that the initiative aligns with Nigeria’s commitments under the Paris Agreement and is expected to position Lagos as a national leader in sub-national climate action by promoting transparency, accountability and coordinated efforts to reduce greenhouse gas emissions.

With the introduction of the Lagos State Greenhouse Gas Registry, Lagos joins a growing number of cities and regions around the world adopting advanced emissions tracking systems to enhance climate resilience, support sustainable development and attract green investment.
